Rocky Carroll is an American actor and director best known for his roles as Joey Emerson on Roc, Dr. Keith Wilkes on Chicago Hope, and the top boss on NCIS, NCIS: Los Angeles, and NCIS: New Orleans. Rocky has already appeared in almost 300 episodes of NCIS as the organization’s Director, Leon Vance. Despite being the place’s leader, he has gradually become a team member.
